Oregon Revised Statutes § 87.023 mandates that a Subcontractor or Contractor who does not a have a direct contract with
the Owner of a project must deliver a Notice Of Right To A Lien no later
than eight days after the first delivery of materials or the first day
of providing labor or services. The lender must also be delivered a Notice
of Right to a Lien by a Subcontractor or Contractor. The Notice should
be delivered in person or by Certified Mail to the Owner of the property
along with any other legal parties related to the improvement of the property
(Customer, Lender, General Contractor).

must file a Claim Of Construction Lien with the County Recorders Office in the County
where the project occured not later than 75 days after the completion
of providing labor, rental equipment, or materials, or 75 days after completion
of construction, whichever comes first. The Notice should be delivered
in person or by Certified Mail to the Owner of the property along with
